Project Archives
Henrico County Public Schools will open a new high school
(Glen Allen High School)and new middle school (Holman Middle
School) in the fall of 2010. A community-based redistricting
committee was formed to coordinate redistricting. The committee
developed redistricting options in the fall of 2008 and presented
the initial options to the community in January 2009. The
community was encouraged to attend the meetings and provide
feedback on the options. After the meetings in January, the committee reviewed results
of the meetings and continued to develop and modify plans.
Additional community meetings were held in March and the final
recommendations were presented to the Henrico County School
Board on April 23, 2009. Public hearings held in May of 2009.
Henrico County School Board is scheduled to vote on the new
attendance boundaries on May 28, 2009.

Thank you for participating in the online questionnaire. Comments will be provided to the school board prior to the attendance boundary vote on Thursday, May 28th. The school board is scheduled to vote on the new attendance boundaries on May 28th. The May 28th School Board Work Session starts at 1:00 PM with a redistricting discussion to begin at approximately 3:00 PM. A vote on the redistricting plan is scheduled for the 7:00 PM School Board Monthly Meeting. Results of the vote will be posted on this website after the meeting.

In response to the school board’s May 14, 2009, request,
HCPS staff reviewed comments regarding redistricting from
public hearings, the online questionnaire, and deliberations
of the redistricting committee and determined that a Revised
Pairing 3 would help resolve some of the community concerns
that were expressed. Information about Pairing #1, Pairing
#2 and Revised Pairing #3 is shown below.

Public Hearing Information
The Henrico County School Board will hold three public hearings about the attendance boundary redistricting.
Public Hearing Procedural Information:
• Community members are encouraged to sign up to speak
in advance of the public hearing. To sign up, call the clerk
of the school board at 652-3808. A sign up sheet will be available
at the meeting, but there may be more speakers than time.
An online form will be available between May 1 and May 18,
2009 to provide community members an opportunity to directly
submit comments regarding the proposed boundaries.
• Each speaker will have three minutes maximum to provide
comments.
• Neighborhoods that are organized are asked to identify
a neighborhood spokesperson. That spokesperson should ask
those in attendance who support the views shared to stand
to show their support.
• Neighborhoods can attend and speak each night. We
ask that representatives who have spoken previously hold their
comments until later in the evening after others have spoken.

A presentation of the redistricting committee
recommendations was made to the Henrico County School Board.
After receiving the redistricting proposals on Thursday, April
23, 2009, the school board directed the staff to attempt to
develop a Pairing 3 that would address some of the concerns
of Pairing 1 and 2.

The final full redistricting committee meeting was held on
April 2nd at the Henrico County Training Center. The committee
voted to present pairing 2 as the recommended pairing to the
Henrico County School Board. The presentation to the school
board will be April 23rd, 2009. Maps, membership tables, and
feeder pattern tables for each of the pairings are below and
represent the final pairings developed by the redistricting
committee.

Henrico County Public Schools held
community forums March 9th, 10th and 11th. The public was
invited to attend one of the meetings to learn more about
the redistricting project and provide feedback. Two pairings
of draft proposed school boundaries and membership tables
are provided below and were available at the meetings for
review. Each pairing contains proposed elementary, middle,
and high school boundaries. When reading the maps, the shaded
colored areas represent the proposed boundaries and the white
lines represent the current boundaries.

Phasing
Plan for the 2010 Redistricting Project
The school board has approved the phasing plan for the 2010
redistricting project. The phasing plan will be effective
beginning with the 2010-2011 school year. Details of the plan
are shown in the following table:
| Elementary | At the elementary school level, all rising kindergarten through third grade students in 2010 would attend their assigned school based on the new school boundaries. Rising fourth and fifth grade students affected by the new attendance boundaries have the option to remain at their old school if parents provide transportation. |
| Middle | At the middle school level, all rising sixth and seventh grade students in 2010 would attend their assigned school based on the new school boundaries. Rising eighth grade students affected by the new attendance boundaries have the option to remain at their old school if parents provide transportation. |
| High | At the high school level, all rising juniors and seniors in 2010 would remain at their current school and would not switch to a newly zoned school. The new high school on Staples Mill Road would open with grades nine and ten only. All rising ninth and tenth grade students in 2010 assigned to the new school would attend the new school. For all other high schools, all rising ninth graders would attend school based on the new school boundaries and rising tenth grade students affected by the new attendance boundaries will have the option to remain at their old school if parents provide transportation. |

List of Petitions–
Several neighborhoods and communities have submitted petitions
to express opposition/support of draft redistricting scenarios
and/or to identify specific neighborhood concerns or impacts
of different draft redistricting scenarios. The attached table
lists petitions received as of March 23, 2009 and includes
a brief summary of the petition request. Full petitions will
continue to be available to committee members as they work
to revise the draft redistricting scenarios.

January 23, 2009
Update on the progress of the redistricting committee
Three highly attended community forum meetings
(approximately 2,500 attendees) were held the week of January
5, 2009. The committee received approximately 12,000 communications
from citizens regarding the draft elementary, middle and high
school options for school boundary changes. The committee
will begin the work of modifying the draft options while considering
the redistricting guidelines, feeder patterns, and comments
from the community. To facilitate the work ahead, the committee
selected two draft options at each level to serve as baseline
scenarios. The options selected are below:

Although these options will serve as the baseline scenarios for the work ahead, features of the other options will be considered as modifications are made to these options at each level. All options are considered drafts and will be modified beginning in early February. The work of the committee will be guided by the redistricting guidelines and feeder pattern impacts. Community concerns will continue to be discussed and strong consideration will be given to community comments.

Highlights
of the Redistricting Process for 2010
1. The school division will open a new high school
and middle school in the fall of 2010. The high school will
be located on Staples Mill Road (map) and the middle school will be located in northwestern Henrico
County (north of Nuckols Road and east of Shady Grove Road) (map).
2. During the redistricting process for these two schools,
the elementary and middle school feeder patterns will also
be reviewed, and boundaries may be impacted as a result.
3. The staff reviewed the redistricting processes used by
numerous growing school divisions in Virginia, North Carolina,
Georgia, and Nevada.
4. The school board approved a staff recommendation that a
large, community-based redistricting committee be formed to
coordinate redistricting. For the most part, the committee
will work as three subcommittees: (1) high school redistricting
(2) middle school redistricting, and (3) feeder patterns.
There will be open and ongoing communication among the subcommittees.
5. It is felt that:
• the community will welcome opportunities to participate in the process,
• we have a talented community willing to give of their time, and
• a community-based committee will lead to the best solution for the county as a whole.
6. The school division will also hire an outside
consultant to facilitate the work of the committee and subcommittees.
7. The committee will be comprised of 70 parents and community
representatives (tentatively) as follows:
• Three members per high school
• Two members per middle school
• Eight members from each of three elementary zones'
8. An application process will be followed for
selecting committee members. Part of the application will
include information regarding prior community and school involvement.
9. The staff will provide data and technical support for the
committees.
10. This approach establishes a new and higher level of community
engagement and provides numerous opportunities for public
involvement through the committee, community input sessions,
and public hearings.
