Redistricting for the 2013-14 School Year

A new west area elementary school opened in Henrico County in the fall of 2013 at 5680 Pouncey Tract Road. From September – December 2012, a community-led redistricting process was initiated to meet three planning goals:

  1. Establish an attendance boundary for the new elementary school.

  2. Provide membership relief for elementary schools in the area with forecasted membership at 100% of capacity or higher.

  3. Pursue opportunities to provide relief for elementary schools in the area with forecasted membership at 95-99.9% of capacity.

Twelve elementary school communities were involved in the study, including:

Colonial Trail Elementary

Pinchbeck Elementary

Gayton Elementary*

Ridge Elementary

Jackson Davis Elementary

Rivers Edge Elementary

Longan Elementary

Shady Grove Elementary

Nuckols Farm Elementary**

Short Pump Elementary

Springfield Park Elementary***

Twin Hickory Elementary****

* Involvement due to available capacity to support boundary adjustments.
** Involvement due to planned residential development.
*** Involvement requested by the redistricting committee (9/26/12).
****Involvement requested by the redistricting committee (10/8/12).

To engage community members in the process, a community-based redistricting committee was established with two volunteer representatives from each of the study schools. The committee and staff worked collaboratively to develop scenarios and proposals to be considered by the broader community and the School Board.

A public hearing was scheduled prior to approval of the boundary changes. Throughout the process, information was provided through School Messenger, mailings/backpack fliers, HCPS-TV, and the HCPS website. Community members were invited to observe the redistricting committee work sessions.

At the School Board meeting on December 13, 2012, the School Board approved Option 3 for the redistricting plan.

Feeder Pattern Adjustments

Rising fourth and fifth grade students were allowed to attend their current elementary school if parents provide transportation. Additionally, any middle school feeder pattern adjustments did not affect current middle school students. Middle school phasing will begin with rising sixth graders in 2014 (current fourth graders). Existing fifth graders will attend the currently assigned middle school in 2013. Transportation for middle school students will be provided by HCPS during the two phase-in years.
